Keet Outcomes is a CMS-approved Qualified Clinical Data Registry (QCDR) for the Merit-Based Incentive Payment System (MIPS) for 2021. Because MIPS focuses on improving the overall quality of care, QCDR data must include patients across all payers, not just Medicare beneficiaries.
As such, you should assign and collect patient reported outcomes for all patients in your practice. The MIPS program requires that you collect quality measures (in this case, patient reported outcome forms) from 70% of all eligible patients, not just eligible Medicare patients.
